This is a heavy, solid tool that was manufactured by the C.M. Kemp Mfg. Co., Balto MD. It is marked CLIMAX make or model. Seems possible that this was a piece of one such system. All of the parts still function – the large winged nut spins freely and the hard rubber piece is in good condition and also moveable.
