Vintage Somax No. 250 Saw Set Pliers, used by woodworkers and carpenters to set saw teeth. It is designed to adjust the teeth on hand saws with a density of 4 to 12 TPI (teeth per inch) ie the aggressiveness of the sawtooth cut. This particular Tool was made in Japan.
