A Craftsman -V- series No. 1 tappet wrench: a thin-wall double open-end in 3/8″ and 7/16″, 10″ long, made in the USA. The -V- stamping places it in Craftsman’s earlier vanadium-steel production era, roughly the late 1930s through the 1940s.
