Prototype Tool Hand Paper Hole Punch Or Leather Puncher Antique

Here's an interesting hole puncher made of heavy machined steel. It was made in the 1930's or 1940's by an inventor, his initials are stamped on the bottom J.T.O. I believe it's for either paper or possibly thin leather. The plunger end that cuts will need one side sharpened because it doesn't make a full circular cut. Very interesting antique tool.
