This is a utility tool used in the 19th and early 20th centuries. It was used to turn main water or gas valves that were often located behind small access panels or buried in the ground. The T-handle allowed for two-handed leverage to turn stubborn, rusted valves, while the notched "bit" at the end was designed to fit over a specific valve stem. It is made of cast or hand-wrought iron. Great for display as is or for a restoration project!
