They are marked Irving Mfg & (???). I first saw pliers like these in the collection of Bill McMillan when I took a tinsmith class at EastField Village near Albany NY, years ago. They are good for cutting wire for strengthening edges and bending / crimping small pieces of tin for making latches and such.
