not broken wheels appear to turn fine a little dusting was sandblasted and just on the shelf the gentle pass away that was restoring this item we purchased it don't know much about it other then heavy 50 lbs some does not turn so yes will need to be worked on if going to use was hanging as a display in shop so did not have to work for him
