I cleaned this up some and sharpen the blade a little and it does work. Some of the wooden screw is stripped as is typical with these. Everything is moving freely right now there's one crack in one of the knobs (see photos) but it works fine. The tip is also off the handle, but if your handy you can restore it. Some people cut the bad section of threads off and shorten these slightly as an easier way to restore the thread.
